You decided to take a brief moment of rest at the Assembly before restoring the altars. Talk to the Nornir at the Assembly.
After completion (spoilers)
"I was able to escape to the Assembly thanks to you." Before setting out to restore the altars, you chose to rest briefly at the Assembly. During your stay, you gathered food and clothing for the rescued Nornir refugees, and collected the ingredients needed to replenish the dwindling supply of healing potions.
